It is necessary to add a credit card as a payment method on Meta to pay for WhatsApp conversations — even for tests.
Add the credit card
Click on this link to access your company’s Business Manager, then follow the steps below.

Fill in tax information
If you still cannot send messages after adding your credit card, check that your tax information is correctly filled in.
For companies registered in the EU, the VAT number must be provided, even though it is marked as optional.

Default payment method
If after completing all the above steps you still cannot send messages, you need to set the credit card as the default payment method (only for WhatsApp).

If you still cannot send messages, check that you have a credit line defined.
